1. Purpose
The VeriTalent Institutional TAPI Governance Framework ("Framework") establishes the governance principles, operational standards and institutional responsibilities for organisations operating Institution-managed TAPI Programs through the VeriTalent Platform.
This Framework is designed to:
- Promote responsible programme administration.
- Support trusted Workforce Intelligence.
- Protect participant interests.
- Encourage responsible use of AI-assisted services.
- Establish consistent operational standards.
- Strengthen trust across the VeriTalent ecosystem.

2. Scope
This Framework applies to verified organisations operating Institution-managed TAPI Programs using the VeriTalent Platform. It applies to organisations including:
- Employers
- Universities
- Polytechnics
- Colleges
- Government agencies
- NGOs
- Fellowship providers
- Bootcamps
- Professional associations
- Workforce development organisations
- Other approved institutions
2.1 Governed Activities
This Framework governs:
- Institution-managed TAPI Programs
- Organisation-managed participant cohorts
- Programme administration
- Participant sponsorship
- Workforce Intelligence reporting
- Organisational responsibilities
- Administrative access
2.2 Exclusion
This Framework does not apply to VeriTalent-managed TAPI Programs except where expressly stated.
3. Institution-Managed TAPI Programs
An Institution-managed TAPI Program is a programme created and administered by an approved organisation using the VeriTalent Platform and TAPI framework.
The organisation determines its programme objectives, participant eligibility, operational requirements and internal workflows, while VeriTalent provides the supporting technology, AI services and Workforce Intelligence infrastructure.
Institution-managed TAPI Programs remain subject to this Framework and all applicable VeriTalent policies.
4. Guiding Principles
Institution-managed TAPI Programs are expected to operate in accordance with the following principles:
- Trust through verification.
- Evidence-based Workforce Intelligence.
- Participant-centred programme delivery.
- Responsible AI use.
- Respect for privacy.
- Secure information management.
- Transparency.
- Accountability.
- Continuous improvement.
5. Organisation Verification
Organisations must complete VeriTalent's verification process before operating Institution-managed TAPI Programs beyond introductory access.
Verification may include:
- Organisation identity verification.
- Verification of authorised administrators.
- Official contact verification.
- Operational due diligence.
- Compliance reviews where appropriate.
5.1 Access Control
VeriTalent reserves the right to approve, suspend or revoke organisational access where necessary to protect the integrity of the Platform and its users.
6. Administrator Responsibilities
Each organisation is responsible for ensuring that its administrators:
- Use the Platform responsibly and lawfully.
- Protect account credentials.
- Maintain accurate programme information.
- Manage participant access appropriately.
- Safeguard participant information.
- Follow VeriTalent policies.
- Comply with applicable laws.
- Remove administrator access when no longer required.
6.1 Acting on Behalf of the Organisation
Administrators act on behalf of their organisation when using the Platform.
7. Participant Management
Participating organisations are responsible for managing their own programmes. Responsibilities include:
- Defining participant eligibility.
- Inviting participants.
- Managing enrolment.
- Supervising programme activities.
- Reviewing submissions where applicable.
- Monitoring participant progress.
- Communicating programme expectations.
7.1 Organisational Decisions
The organisation remains responsible for its own academic, employment, certification, funding and operational decisions.
8. Participant Access Models
Institution-managed TAPI Programs may operate using one or both of the following models.
8.A Participant-Owned Access
Participants maintain an active TAPI Enrollment and use their available TAPI Credits to participate in eligible programmes.
This model may be used by:
- Universities
- Colleges
- Professional associations
- Career communities
- Open workforce initiatives
8.B Organisation-Sponsored Access
The organisation allocates sponsored TAPI Credits to approved participants or cohorts. The organisation determines:
- Sponsorship eligibility.
- Credit allocation.
- Programme duration.
- Sponsorship conditions.
8.B.1 Sponsored Access Policy
Sponsored access remains subject to the VeriTalent TAPI Credit & Program Access Policy.
9. Workforce Intelligence
VeriTalent generates AI-assisted Workforce Intelligence using authorised information processed through the Platform.
Organisations acknowledge that:
- Workforce Intelligence supports decision-making.
- AI-generated outputs are not professional advice.
- Results depend on available information.
- Outputs may evolve as additional verified information becomes available.
9.1 Organisational Responsibility
Organisations remain responsible for their own recruitment, employment, academic, funding and operational decisions.
10. Privacy & Information Handling
Participating organisations are responsible for ensuring they have the appropriate authority to provide participant information to VeriTalent.
Organisations should:
- Collect information lawfully.
- Provide required notices where applicable.
- Obtain required permissions where necessary.
- Safeguard participant information under their control.
- Manage administrator access responsibly.
- Comply with applicable data protection laws.
10.1 Additional Obligations
Additional privacy obligations are described in the VeriTalent Privacy Policy and any applicable contractual agreements.
11. TAPI Credits
Institution-managed use of TAPI Credits is governed by the VeriTalent TAPI Credit & Program Access Policy.
Organisations are responsible for ensuring sponsored TAPI Credits are:
- Allocated appropriately.
- Used only for authorised programmes.
- Managed responsibly.
- Used in accordance with applicable VeriTalent policies.
12. Platform Support
VeriTalent provides operational support for Institution-managed TAPI Programs. Support may include:
- Administrator onboarding.
- Technical assistance.
- Programme administration support.
- Workforce Intelligence processing.
- Reporting assistance.
- General Platform support.
12.1 Response Times
Response times may vary depending on issue severity, subscription level and operational demand.
13. Platform Improvements
VeriTalent continually improves the Platform. We may introduce:
- New Platform features.
- Enhanced AI capabilities.
- Reporting improvements.
- Administrative tools.
- Security enhancements.
- Operational improvements.
13.1 Eligibility for Features
Some features may depend on subscription plans, enterprise agreements or other eligibility requirements.
14. Suspension of Institutional Access
VeriTalent may suspend or restrict organisational access where reasonably necessary to protect the Platform or its users. Examples include:
- Material breach of VeriTalent policies.
- Fraudulent or unlawful activity.
- Misuse of participant information.
- Platform security concerns.
- Activity that could adversely affect other users or the Platform.
14.1 Opportunity to Remedy
Where appropriate, VeriTalent may provide an opportunity to address the issue before taking permanent action.
15. Changes to this Framework
VeriTalent may update this Framework from time to time to reflect:
- New Platform capabilities.
- Product improvements.
- Operational enhancements.
- Security improvements.
- Changes in applicable law.
- Business developments.
15.1 Acceptance of Updates
The latest published version replaces previous versions.
Continued use of Institution-managed TAPI Programs after the effective date of an updated Framework constitutes acceptance of the revised version.
